Kevin Cross can't be certain where his young relative would be or what he'd be doing if it weren't for Allen County's emergency youth shelter. But he is pretty sure the 18-year-old wouldn't be the happy, well-adjusted college student he is today, and wonders why anybody would deny other troubled or abused youths a similar chance at rescue.
