When Adult Protective Services worker John Scheid visited Tammy Jefferson and her disabled adult daughter at their home March 4, he noticed a smell of feces or urine. But the odor and 21-year-old Taryn Jefferson's "gaunt" condition were not enough for him to do anything to have Taryn removed from the home.
