North Carolina's plan to mandate that high school students complete a graduation project before they can walk the stage may end before it can begin. Sen. More than two years ago, Onslow County leaders signed an agreement that set the ball rolling for the county's own child advocacy center. Now, the Onslow County Partnership for Children is raising funds for its $300,000 annual operating budget and office space.
