Katie Hutchison spent most of the day yesterday drawing a turtle in the middle of 43rd Street in Richmond’s Westover Hills neighborhood. At the 43rd Street Festival of the Arts, the eighth-grader from Midlothian Middle School in Chesterfield County put her abilities to work using chalk.
