    The new Pendergast Elementary could be the first ''green'' elementary school in Maricopa County and the third in Arizona. The $14.2 million school cost 6 percent more than an average K-8 school by going green. The west Phoenix campus should operate at 35 percent increased energy efficiency in the first year, for an annual savings of about $42,000.
