Syracuse, NY - A man is expected to be arraigned this afternoon on charges of second-degree murder in the death of Justin Mills on Brighton Avenue in Syracuse. Shawnde Washington, 24, of 141 Wood Ave, appeared in Syracuse City Court this morning on the charge.

The $8,117,990 budget is an increase of $514,263 over the 2008-09 budget, Superintendent Michael Schiedo said. The budget includes $226,999 in PILOT money from Southern Wine & Spirits, which the superintendent said is helping keep the tax levy down.
