    Ipshita Thomas, a civil engineering student at the University of Tennessee-Chattanooga, has received a $10,000 scholarship from the American Council of Engineering Companies (ACEC), headquartered in Washington, DC. The $10,000 scholarship was the top prize in ACEC’s 2009 national scholarship program.

Under the law re-approved last year, only students already in a charter school, assigned to a failing school or who are failing themselves are eligible. A host of advocates say the rules cripple children's chances, particularly in Memphis.
