MINNEAPOLIS -- The life preserver on John Dejung's office wall was a gift he received his first year as 911 director here. The basement had flooded at Minneapolis City Hall -- home to the subterranean 911 center -- but emergency call-handling operations had to carry on. "There were jokes about building an ark," Dejung said.
