Seeking to soften the financial blow to Children's Hospital, the Louisiana Department of Health and Hospitals has retooled the payment formulas that determine how much the state pays the hospital for treating patients covered by Medicaid.

As part of the deal, the Uptown facility is adding six inpatient beds to its psychiatric ward, bringing the total to 24. The new beds are reserved for Medicaid recipients. The hospital is licensed for 34 mental health beds, double its licensed capacity a year ago.

Twenty-three state agencies plan to lay off 515 workers because of budget problems, testimony and interviews showed Tuesday. State government employed 98,248 people as of Sept. 3, including higher education and health-care workers.
