    BEVERLY and mdash; School Committee member Jim Latter will replace John Burke as the Ward 3 councilor, after defeating opponent Jim Modugno with 57 percent of the vote. "I'm just thankful and honored that the people trusted me to be their elected servant for two more years," Latter said after the results of last night's election came in.
