Bascom K-2 building principal Walter Carpenter personally greeted many of the young scholars getting out of their parents' cars and vans with high fives and hugs. CORTLAND - The bell is expected to toll for Cortland Elementary School this morning, literally. The district is closing the school, and the old tower bell will be rung by long-time teachers as part of the final farewell. Based on its five-year forecast, the district is facing an operational deficit of nearly $3.5 million by the end of its 2013 school year.
