HEDGESVILLE - Berkeley County Schools named Candace Smith, of Tuscarora Elementary School, the 2008-2009 teacher of the year on Tuesday evening at the Hedgesville High School auditorium. Smith, of Falling Waters, has 25 years of experience. She began her career at Tuscarora teaching fifth grade, and later spent 16 years teaching first grad.
