A second grade teacher at Elk Grove’s Stone Lake Elementary School was chosen as a Sacramento County Teacher of the Year 2010 on Sept. 2. JoEllen Shanks earned the recognition at an awards ceremony hosted by the Sacramento County Office of Education.
